(2) If PLF 2026 or subsequent budget signals CEE volume reduction → assess political stability of P6 through 2030.
(3) If <3 BETs paying after 500 free tool uses + 12 weeks → pivot buyer to RGE installers directly.
Honest risks Délégataires may refuse to bid. They'd rather keep proprietary pricing. If they boycott, marketplace collapses to content-only monetization (still viable but lower ceiling).
Hellio's 1.2% net margin (2024) means most of the 15-25% "spread" is real operational cost — dossier ops, fraud risk, 6-18mo cash lockup. Software captures 3-5pp of the spread, not the full amount.

Verdict7-8/10. Real gap, real market, but more competition than CEE play, and requires building a substantial product across four workflow stages.

4. Honorable mention: SolarReviews-shape for French heat pumps

Why this deserves airtime

The under-the-radar bootstrap research surfaced SolarReviews (Andrew Sendy) as the highest-margin no-sales-team indie template in energy software: $1-5M revenue, 150% growth, bootstrapped via consumer SEO → installer lead marketplace at $50-300/lead.

Applied to French heat pumps: consumer-facing review platform for RGE chauffagistes + PAC installers. No dominant French Trustpilot-analog exists — pac-air-air.fr / pac-air-eau.fr etc. have 8-review counts.

Why not #2: Effy/Hellio/IZI-by-EDF own the head SEO terms and just got selected as national social-leasing operators. Fighting them on B2C SEO is a losing head-term game. But medium-tail plays ("est-ce que ce devis PAC est honnête" + Trustpilot-style ratings) still have room.

My honest updated recommendation

Two options I'd genuinely run

Option A — Go straight to CEE (highest structural fit). Ship the free "prix CEE par fiche" content site this weekend. Add the marketplace bidding tool in week 2. Talk to 20 BETs and RGE installers on LinkedIn about what compliance pain hurts most. Ship paid tier month 3. Realistic ramp: €10-15k/mo by month 12, €40-50k/mo by month 18-24.

Option B — Parallel-test CEE and heat-pump installer SaaS for 4-6 weeks. Both share the same buyer (RGE installers + BETs). Both use the same distribution channel (CAPEB, ATEE, LinkedIn pro groups). CEE ships faster (weekend content site); PAC-SaaS is a bigger product. Whichever gets 10 paying installers first wins.

The key insight from the bootstrap research: Solo (getsolo.io) hit $42M revenue, $0 raised, on solar proposal software. That's the shape of what a French-heat-pump-installer-SaaS could become. The CEE play is the shorter-loop / higher-margin variant of the same underlying insight — you're serving the installer, not the homeowner.

What to definitively kill

Paris solar scorecard. Every research pass has confirmed it's structurally the weakest option.

Distribution channel Christian should note

Effy just got selected as one of 3 private operators for the national heat pump social-leasing scheme (July 7, 2026 announcement, designation Sept 15). This means: (a) the "help homeowners choose an installer" wedge just got dominated by Effy's built-in traffic; (b) but the "help installers work with Effy's leasing program" wedge is brand new and undominated. Worth watching for a follow-up wedge in Q4 2026.
